Bartlett Engineering & Surveying was chosen as the designer for the Whirligig Station parking lot improvement project for the City of Wilson, North Carolina. Wilson had old and undersized storm water infrastructure in the downtown area, which was prone to flooding. Excess water would back up and flow out of the local catch basins. The Whirligig Station parking lot was identified as the best location for installing a storm water management system. The goal of this project The $1.135 million project installed a large underground sand-filter system to comply with the NC Department of Environmental Quality requirements.

The American Planning Association-NC Chapter's Marvin Collins Planning Awards program annually recognizes agencies and individuals that have completed outstanding plans, programs, and projects; have excelled as planning students; or have made notable contributions to the planning profession. The awards signify the highest standards of achievement for planning in North Carolina and highlight work that is worthy of attention. Robert Bartlett, President of Bartlett Engineering & Surveying, PC, was presented this award in 2014 to recognize his significant achievement in accomplishing positive changes as a result of planning, with an emphasis on long-term, measurable results.
