Owner, President
Robert is Co-Owner and President of Bartlett Engineering & Surveying, and is a co-founder of the company. He holds a Bachelor of Science degree in Civil Engineering from North Carolina State University (1989) and is a Professional Engineer (License #20106). Robert values the company's culture for being Christ-centered and family-focused. His hobbies include fishing, duck hunting, and enjoying family time at the coast.

William A. "Tony" Bartlett, PLS
Co-Owner, Vice President
Tony is the Vice-President, Co-Owner, and Principal Licensed Land Surveyor (PLS # L-3788), and is a co-founder of the company. He earned a Land Survey Technology Degree (1993) and a Civil Engineering Technology Degree (1994) from Wake Technical Community College. He appreciates the company's family-oriented culture and Christian beliefs. His hobbies include spending time at White Oak River with his family, duck hunting, woodworking, and reading. He is married to Jane and has two daughters, five grandchildren, and one great-grandchild.

David Via, PE
Chief Executive Officer
David is a Project Engineer and serves as the CEO. A Navy veteran, he has been with the company since 2022. He holds a Bachelor of Science in Civil Engineering from North Carolina State University (2016), with a minor in Naval Science, and is a Professional Engineer (License #058304). He also holds certifications as a Notary Public and SCM Inspection & Maintenance. David appreciates the Christian values, family atmosphere, and hard-working coworkers at Bartlett. His hobbies include cooking, traveling, and volunteering. Fun fact: David's wife, Haley, worked as an engineer at Newport News Shipbuilding, helping to build nuclear aircraft carriers, and also volunteered as his ship's Ombudsman.

Jimmy Taylor
Project Coordinator
Jimmy has 35 years of municipal experience at the City of Wilson and in the National Guard. He has been with Bartlett since 2022 and values the Christian-based values. In his free time he enjoys furniture restoration.

In Memoriam
William P. "Bill" Bartlett, PE, PLS
Co-Founder
William Preston Bartlett passed away on January 25, 2023, at the age of 87. Bill was born on September 1, 1935, in Camden. He graduated from North Carolina State University in 1958 with a Bachelor of Science in Civil Engineering. A week after graduation, he married Betty Frances Smith, a Meredith College graduate, and together they set out for Virginia, where he went to work for the Newport News Shipbuilding and Drydock, involved in design and development of the first nuclear submarine. Their oldest two children, Deborah and Tony, were born during these early years. Bill left the shipyard in 1963 to enter public service as the Director of Public Works and City Engineer in Elizabeth City, Robert, the youngest of the children, was born during their time in Elizabeth City. In 1971, Bill led the family to Wilson, where he served as Director of Public Works and City Engineer, retiring in 1992. In 1997, he co-founded Bartlett Engineering and Surveying with his two sons, Tony and Robert.
He was a member of Forest Hills Baptist Church. He had expressed recently that he had tried to live his life in an honest way and point people to God. His whole life, Bill spent as much time as he could on the water, fulfilling his lifelong dream when he and Betty bought a home on the White Oak River in 1992. He loved his wife and spent the last year since her death longing to be reunited with her. He was proud of his children and delighted in his grandchildren and great grandchildren.
